The name Nël Nōv Ner is derived from the Wood Elvish language, as Nël Nōv Ner was founded by Cicada Swarms Bhineiris, who was culturaly Wood Elven.

Nël Nōv Ner receives an average of 309 cm/y (121 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Nël Nōv Ner covers an area of nearly 4 km2 (1 mi2), and an average elevation of 4012 m (13162 ft) above sea level.
Overview
Nël Nōv Ner was founded durring the early 18th century in early spring of the year 1701, by Cicada Swarms Bhineiris. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Cicada Swarms Bhineiris.
Nël Nōv Ner was built using the conventions of Wood Elven durring the early 18th century. Naturaly, all settlmentss have their own look to them, and Nël Nōv Ner is no diffrent. The town's buildings feature plaster covered brick construction taking the shape of large simple gemometric shapes which ate then embelished with decorative features, but retain their simple shapes in spite of the added features such as pillars, faccaddes, and covered walkways. The blocky nature gives a general impression of extreem age, as if each structure has existed since time immemorial.
Nël Nōv Ner is buildings are built arround a single spacious cobblestone mainstreet which forms a counterclockwise spiral to give the town a over all circular shape. The town sits behind an impressive looking clay brick wall. The wall is notable for querried stone blocks being used to renforce the clay bricks in the expected manner and locations. While the wall was built to the exact specifications of modern fortifications, one has to wonder why the money invested into creating such a well fortified wall wasnt spent on a less impressive looking wall crated from sturdier materials. Nël Nōv Ner's walls would endure a brief bombardment, but only from light siege weapons. It seems more likly the town's walls were not designed with defence in mind but rather lending the town a certain air with visitors. The boondoggle-of-a-fortified wall has suffered a visible ammount of structural damage, leaving them effectivly useless. One can't help but wonder why the has not yet effected repairs.
A look around Nël Nōv Ner gives the unmistakable impression the town is one of the strictest places imaginable. Everyone’s actions are clearly directed by laws they keep in heart and mind at all times. Orderly byond order is a phrase which Nël Nōv Ner brings to mind.

Cultural Notes
Nël Nōv Ner's garrison was built using a different architectural style from the rest of the town. The style used is characterized by order, symmetry, formal design, grandiosity, and elaborate ornamentation. Architectural characteristics include balustrades, balconies, columns, cornices, pilasters, and triangular pediments. Stone exteriors are massive and grandiose in their symmetry; interiors are typically polished and lavishly decorated with sculptures, swags, medallions, flowers, and shields. Interiors will often have a grand stairway and opulent ballroom..
